近日英國發布了英國政府開放授權 1.0 版 (Open Government Licence 1.0)，將政府擁有的公資料釋出給普及大眾及企業使用。

Open Government Licence 1.0 的內容近似於 Creative Commons Attribution Licence (cc-by)，但具有更明確的限制。

Open Government Licence 1.0 特色：

  • 需標明資訊提供者(Information Provider)提供的資訊來源及聲明，並且，也要提供本授權的網頁連結 (Open Government Licence 1.0)。
  • 如果資訊提供者(Information Provider)沒有提供聲明，或者資訊來源署名的提供者很多，但多數提供者的資訊並沒有運用在產品或應用中，則可以僅列此文字「Contains public sector information licensed under the Open Government Licence v1.0.」，唯不得聲稱得這些資訊已得到資訊提供者的核可，也不得誤導或扭曲資訊本身或來源，且要合乎 Data Protection Act 1998 或 the Privacy and Electronic Communications 法令。
  • 授權終止條款：如果未符合以上規定，授權自動終止。
  • 資訊的授權範圍並未提供 (1)個人資料；(2)在法規下不允許公布或揭露的資訊；(3)LOGO、圖示(除非已整合至文件或資料集本身)；(4)軍事圖標；(5)第三方人授權於資訊提供者的權利；(6)智慧財產權，包含專利、商標、設計權；(7)身份資訊，如英國護照。
  • 授權使用者不限於英國
